So, how is that "blocked players" thing work?

I just found that ED has some sort of ignore list. But apparently you have to add somebody you wish to ignore to your friend list first and that action apparently requires a confirmation. Am I missing something or does somebody I want to ignore have to approve my friend request first?

Just enter the exact CMDR Name into the Ignore list and that should be it.

I was hoping that's the case, but there is no "Add" button. I tried it on the named and shamed commander from another thread and I had to friend him first to get him ignored.
