So I bought an Imperial Courier...

Admittedly, I've never had an Eagle in A rated gear... but my Eagle never broke 400 at full boost... My Courier cruises at 295 and boosts to slightly over 400.

You must have an absurdly lightweight Courier. I'm using military composite plating for mine, but aside from that, I'm pretty much fully A-kitted with a cookie-cutter dual pulse / multicannon loadout. I'm weighing in at around 104 tons, and I can barely break 390 at boost and 288 while cruising. I wouldn't think that a paltry 8 tons from my bulkheads would decrease my speed that much.

Tried courier.... and did not like it.
Yes, it has awesome shields and looks, but other than that... weak power distributor => firepower is not wery good, a lot of heat issues (scooping is a huge pain...), somewhat restricted visibility, not really great maneuverability and speed (and weight problems because of relatively small thrusters). And on top of that it is very expensive for its capabilities...

i love the courier, its the ultimate mission running ship for me.
i run 2 gimbaled multi cannons and 1 gimbaled beam on mine, that lets me take advantage of its maneuverability and i can keep 4 pips to engines at all times whit out running out of juice for the weapons.
while gimbaled allows me to pull more advanced maneuvers while still getting shots on targets.
 
Are plasma accelerators even worth it on such a small ship? Seems like it'd probably be difficult to consistently hit subcomponents with them, especially since they're fixed -- and especially after taking the nacelle hardpoint placements into consideration. Are you going for some kind of PvP build?

Definitely not a PvP build, I only play in solo or closed group (Which only one other person gets to join me in). I built it as a bulldog... a little ship built to take down much bigger ships. It's agile and nimble enough to limit something like a Type 9 or a Python or Anaconda's ability to bring multiple guns to bear on it, and it can stand up to what fire it does take long enough to deliver a bunch of plasma. Basically it's a bomber.

And honestly, I realize from what I hear this isn't so much the case in PvP, but my experience in PvE is that stripping shields of an NPC is trivial, but finishing them off afterwards is not. So I wanted a ship capable of wrecking a hull hard ;)

I use a beam under the nose and gimballed frag cannons on the side struts. Great for assassination missions - pips to shields until the enemy's capacitor runs low, then recharge the weapons enough to take down their shields. Stay at medium to long range for this phase. Finish it of with a 2-4-0 allocation to get in there and finish it off with close range frag bursts. Frags deliver the most damage per firing opportunity as far as strictly kinetic weapons go. A single round from two frag cannons brings a cobra down to 34%, so they'll last if you don't spray them everywhere.
