There might be a slight discount on 1 ship in 1 station, but nothing worth even traveling there for. AFAIKR, Alioth is the only decent permit discount, 20% on Asp and Orca.

I don't know about SOL, but the Founder's System (Shinrarta Dezhra) hands out discounts of 10% on all ships. Of course if you're not a founding member of the Elite (only available to Kickstarter funders above a certain level) you first have to earn the permit by reaching Elite level in on of the profession paths.

But after that the discount is yours!

yeah i did - GALILEO was all fancy on the inside and at 1st really hard to find the landing pad.
Somewhat counter-intuitive I think were the geo-domes inside the port - guess they expect all pilots to have leet docking skillz?

well ya know, since grinding for credits is such a pain, may as well 'become one' with all the alliances.
At least it feels like I'm accomplishing something , and maybe make some creds in the process

I think it's about time to trade in my ADDER for a Type-6 Transporter and that will help with missions requiring more cargo capacity than the 22 max that my Adder can do.
