I only ever bother actually using my SRV in the wilderness, far from any bases.

When I am docked on a numbered pad at an outpost/city, is there any way I can deploy my SRV while on the pad? Do I have to be on the surface to do so?

Sure, just deploy as normal, your SRV will leave from the ports hanger bay.

Does it not work at certain outposts? Because most of the time I'm docking at those mining outposts where the hangar is built into the ground.

I swear I couldn't deploy RV in that instance.
 
Pretty sure you can at any outpost. I have never had a problem.
I went for a drive at an Engineers outpost, and immediately fell down a cliff while looking at a space dome full of cannabis, and thought, "rats", there is no way I can drive back up there to re-dock with my ship. But I put in a docking request and was told to dock at a pad at the level that I had fallen to - which was considerate :).

FYI, since some people have not tried this: When you leave your ship on a pad, you'll emerge from a surface hangar/garage thing near where your ship is. This is where you will return your rover to when you want to leave. (You don't re-enter your ship directly, but rather park in the garage)

I've bookmarked this thread, as I've leant a lot already.
 
I got SO confused the first time I left the garage.

Went for a drive around town staring at all the new sights. Saw my ship depart.
Didnt know how to call it back.
Couldnt get back in the garage door anyways.
Noticed a 3 km limit somewhere.
Drove miles through a deep dark crater for no good reason.
