I personally don't think that Open Play should be exclusive to PVP players, Gankers and Risk Takers. Open Play should be filled with every type of player. This means maximum interaction between the community instead of players (called Carebears) forcing themselves into Solo or Private.
I know that the counter-argument is mostly going to be variants leading to the same theme: "Realistically". And let me just stop you right there with a counter-counter argument
Elite: Dangerous isn't real, Elite: Dangerous is a game. A game developer should think about EVERY type of player they're a game is going to draw in and not just a handful of types. Frontier needs to ensure that interaction between pilots are consensual and not to put everyone in one melting pot because "Cut Throat Galaxy". This kind of thinking scares away new, social players who want to make new friends in Elite or the experienced and inexperienced players (who don't go to forums or Youtube) to chat about tips, tricks, and stories with the community to expand their experience with the game.
Just because some or most players enjoy the rush of random danger or causing danger or planned danger doesn't mean EVERYONE has to play that way or get out. PVPers, Gankers, and Roleplayers DO NOT and SHOULD NOT own Open Play. So just the fact that some players have the idea that "get out of the kitchen if you can't handle the fire", shows a lack of control the Devs have on their Crime And Punishment system or it wouldn't be such a Hot Topic today.

My Solution is an option to turn on or off Player to Player Physical Interaction. Almost EVERY MMO has this option in some way shape or form and with good reason. That way EVERYONE gets what they want. The New/Social Players can play without fear, PVPers can PVP, and the Risk Takers/Role Players can keep the rush of potentially getting Ganked/Pirated. Crime And Punishment can NEVER be solved with Rebuy/Credits or Karma or Some In-Game Pilot Hunt mechanic, especially with Extremely Rich Players, Players that Don't Care and Combat Loggers running around.
I honestly don't see how this Option could turn into a problem unless Frontier makes this PLAYER PHYSICAL INTERACTION OPTION available during combat, which I'm sure they wouldn't. I would like to see this implemented to benefit the entire Elite: Dangerous community and not just the ones who are rich and/or like shooting other people.
