Last night I was cruising in SC and noticed another commander, I noticed him because he had hardpoints deployed, likely exploring the system. So I did go on my way, dropped out SC, landed at a station, did whatever I had to do, entered SC again... hey, he's still there!!! That never happened before.

Can anyone confirm?

I have had a few occasions (since release) where dropping out of SC at a station with a fellow Commander put me in my own empty instance.
That's not happened for a while though, not sure when the last time it happened was to be fair.

This isn't what I'd term as "persistence" in the game in any case. Though i see what the OP is alluding to by using the term.
