Where are you!?

I know this is a little cheeky because you should play the game your own way and try to find out things for yourself, which I am doing I have quite a few engineers unlocked now. But where may I find this elusive man, if anyone knows and is kind enough to assist me in the matter of finding him it would be great! if not then I shall continue to move through and hopefully one of my other engineer contacts will point me in his direction.

I'm not even asking for the exact answer just some clues to hint me in the right direction would be great, after all who wants something handed to them on a plate lol (me)

You get invitation from other engineer. And to access engineer that give you the invitation for Palin you need to be on 3rd rank on one of the engineers you probably know from start.
