So... This happened after the new update.

I have screen caps but they don't seem to want to load.

Picked a settlement mission and when I got there the whole thing was floating off the ground. After I logged out and back in the problem corrected itself and never happened again. Curious if this might be a one time thing or a bug. Anyone else run into this since the latest update dropped?

But, generally, what it means is that you need to rebuild the gpuworktable file (delete it and it will rebuild).
 
I went to a settlement and when I opened the container I sunk about 4 feet into the ground and could not see over the edge of the container. I had to jump to get back to normal ground.
 
i call it doing a Renton which is an inherit bug from procedural generation and gpu capability it would seem
it would also manifest in horizons as srv falling through planets or recent avatars falling through stations ect (collision detection) or asteroid fragment with a asteroid main body....
as others have mentioned deleting the gpuworktable.xml may not will help pending gpu capability not sure if lowering gpu from ultra etc to a lower setting may help or not
as seems pretty random to me and thankfully in my case not that often
even doom 3 gta5 etc has lots of fall through collision detection bugs

oddly I find this all strangely linked to the uss eldritch experiment conspiracy theory suposed disaster of creating a anti radar stealth field using magnetic field warping
just don't go repeatedly banging your head off the wall in hope of falling through to the other side!
