So uh, what happens when a Powerplay capitol goes on Lockdown?

One of the Powerplay capitols appears to be headed for a lockdown;as in, the major controlling faction and the one that has control of the stations has the lockdown state pending. As I recall, this really screws with stations to the point of being literally unusable.

What does this do to the Powerplay function?

you can't use commodity market, shipyard, outfitting, but as far as power play goes it has zero effect, the power play contact is always available.
