So, what determines if you already have system data?

I've come across plenty of populated unexplored systems so it's not that. Anyone know why you already have data for some of the systems and not others?

The number of people that turn in scans will make a system 'well known' enough that it doesn't need to be scanned. I believe that is how it works.

Yeah, that would make sense. Any advances on that?
