Engineers So when do we hear from frontier about plugging the Gaps in Engineers?

If you with storage mean Module storage they said its high on there to do list. Cargo storage I wouldn't expect to come unless FD says otherwise.
There answer to Materials/Data cap was that they raised it to what he have now, wouldn't expect them to raise it again but who knows.
Material spawn I don't see anything funky myself, so not sure what you mean.
Last two I too don't really know what you mean.

You must have the luck of the Gods. There are many many lesser pawns like me who have trouble griding even common materials - despite the suggestions by commanders.
Why should Heat Dispersion Plate (common)drop more rarely than ACTUAL rares ? there are many such oddities like these.

They probably ran some numbers and determinated that it'll be common if you enter 100 USS / day, which I do in like a month, or more. So yeah, likely working as (badly as) intended (tm) : /
And screw these stupid plates.....

The emitters for the armored G1 reactor are common as hell though, gotta give them that. Makes for a nice spamming recipe actually.
