Is there a way to buy a permit rather than grind. Been to the centre of the galaxy and Beagle point but never visited earth.

All kidding aside, it's not too hard to get to Petty Officer with Federation. Just do a few donations and/or other missions for a Federation faction and you'll be there in a day or so.
