Newcomer / Intro Sol visit requirements?

I haven't been there myself but you must have a permit listed in your right UI to you won't be able to lock onto the star to jump in. I have no idea how you actually get that permit though since I got one as a backer and have no real desire to go there I have not looked into it. I'm guessing it will be reputation with one of the factions around there.

I got it with the four (or five, sorry I don't remember precisely) navy mission after reaching the midshipman rank.
