NOT using alternative download
Try clearing Windows' cached download files:
In some cases you may need to clear the cached files for Microsoft .Net:
- Go to the start menu and type 'Internet Options'
- Open the Internet Options dialogue
- On the General tab, under Browsing History, click Delete...
- Tick 'Temporary Internet files and website files' and 'Cookies and website data'
- Click Delete

It seems that if you don't clear your cache the installer somehow copies the old version back, the hang at the end of the load is probably due to it checking the load and failing.
How do I know this?
After several tries to load I deleted the old ED exe file as well as the .part and . progress files.
After another update a "new" exe had appeared yet the launcher indicated a failed connection etc.
Bypassing the launcher I ran the NEW .exe and it ran OK until eventually it stopped saying that it was the old version...
I then cleared the cache as above, re ran the laucnher/update and it worked fine.
Now playing the game.
