How about this:
In Combat zones bonds for killed enemy are given to anyone who shot him before he was destroyed, as long as they all are on the opposing team (basically treating all players on the same side as being in a wing for the duration of the battle in that regard).
I'm in Low CZ, working hard in my Eagle to bring down some ship and just before I'm able to finish him, some idiot in highly engineered Corvette or a Cutter swoops in and kills him. I send them wing invites - nothing. I'm sending them messages, explaining what's going on - nothing.
I'm really tired of playing in Open, arriving in Combat Zone and be completely ignored by people who don't know or don't care how to use Wing feature and steal my kills.
Save me from that headache and I might populate Open battles more often, because right now I don't see the point.
