Newcomer / Intro Solved - Felicity Farseer: Grade 3 unlocked, but not allowed to build grade 2 mod

Hello,

The engineering screen says I have access to Grade 3 mods from Felicity, from turning in cartographic data and building Grade 1 mods. I've installed the Grade 1 Increased FSD Range on my FSD. The Grade 2 Increased FSD Range option still shows the lock symbols however. I have the rep and installed Grade 1. Is this bugged?

Edit: I've also logged out and back in.
Edit 2: It wasn't clear that I had to apply the Grade 1 modification multiple times (without installing any of the other options) before the Grade 1 modification was actually considered "complete".

To be clear, you have to get the lower grade to about 80% complete before the next grade becomes available.
