In hindsight, I'd temper my commentary above with one caveat.
The factions don't have any concept of "friends" or "enemies" like players do. Elections, however, are the system for peaceful transfer of power... typically....
In that context, an "enemy" doesn't have much meaning in an election... an opponent definitely, but noting hostile rep makes you KOS with a faction, it would be a strange world where the general concept of an election results in the opposition wanting you dead. Sure it happens in the real world, and that's reflected in covert, illegal assassinations and such.
But as a general concept, it's not unheard of for oposing parties to become allies and work together even during an election.
So in that regard, there is some sense to it.
Commentary: while i think ED Best Friends still holds true and rebalancing and introducing content for antagonistic gameplay is important... elections aren't the right vector for it.
