Some Dlcs are no longer available to purchase on Steam?

Someone mentioned and I checked on Steam stores some Dlcs (newer ones) are listed as NA and no longer available to purchase.

I'm not sure, might be a regional thing...they're all still listed for me there.

Seems like Steam itself got bugged and purchase option for many games were disabled.

Yet mines are fine though...

Now it's back I wonder what will happen to person who bought the ultimate edition during this glitch did one got those NA dlcs for free?
