I wonder what the factions are up to when they just have nothing to do for you.

They can be the controlling faction or not. They just don't have anything for you.
They just go about their business with their NPC's I guess right?

Maybe they just don't like you personally, are you flying an Asp or one of the haulers, I hear they don't have showers. Maybe it's that.
