Some thoughts on cargo I had.....
Cargo is marked by some kind of futuristic RFID tagging which is encrypted with information about where that cargo is from, who bought it etc.
This also opens up the possibility of having cargo that is traded between black markets only, has an encryption only readable by certain underground black markets traded by pilots who have the necessary illegal equipment to scan it.
I hope there are some interesting ideas in here.... Certainly I think it can open up some benefits for different kinds of players who are loyal to a particular way of playing, and hopefully some interesting game-play choices and missions.

- Cargo has different levels of encryption..
- Standard cargo can be scanned by anyone, revealing what it is, but not who bought it and where they bought it.
- other levels of encryption cannot, and cargo contents shows up as "unknown". So items such as military plans, rebel transmissions etc would have a higher encryption level and would appear as unknown when scanned. Mission takers doing the "go and find this cargo" type mission would be given encryption data, so they can scan and id this cargo.
- Cargo that is not marked as yours in the encryption data, is not sell-able on the open market (and officially illegal) - but can be sold on the black market - by smuggling in as we currently do.
- Players with a salvage license can scan cargo with higher encryption levels and can legally sell items that they can scan. But military encryption is still not readable by salvagers.
- You have to be really trusted to get a salvage license by one of the main factions.
- There is an illegal way to get a module that can decode certain levels of encryption - but you'd need to get this illegally from an unsanctioned faction that trusted you. This means you will be privy to what is in the cargo, who bought it etc and therefore know the best place to sell it, or can use that data in a mission.
- You might also consider being able to pay someone to make the cargo legal (hacking the encryption) - if it's worth the cost (for very secret data).
- Players who are working for the military/authorities can scan cargo and get full information.
- to reiterate - the data on the cargo could even reveal who bought the cargo, and where they bought it - opening up some interesting follow the cargo data to hunt someone down type missions, for those who could read this data - either legally or illegally. Possibly bounty hunters could use this info also.
