It's a bit crime and punishment related, but also gameplay-y...
Befote I begin, It's not really a solution to PvP ganking or anything, just some gameplay ideas.
So, how would you feel if the following happened?
1) Security Follow You More.
If you're wanted, and scanned by security, and then you low wake, I believe they should actually follow you in to supercruise, and attempt to Interdict you. And of course drop down to normal space if you do.
If security didn't scan you, they don't follow in to supercruise. The higher your bounty, the more likely they are to also jump to another system with you, as long as it's in they're jurisdiction.
I always found it odd, that i can commit multiple homicide, be under fire from security, and low wake and be all safe again for a long time, and even return to my previous location!
2) Respawn at a Random (but nearby)Prison Outpost. In a Sidewinder!
If you're destroyed while wanted, with a high enough bounty (10,000+cr to allow for accidents/station ramming), your main ship is impounded in the system where you was destroyed, if no suitable pad is available, it'll be the next closest system. (It'll appear on the map, with a red ship icon with a padlock over it). You will be respawned at a random prison colony, somewhere within 100-150ly "shell" of your death location.
The rebuy screen will offer you the stock sidewinder at your original starting system, which would also remove the impounded ship, or your ship marked as "impounded", plus a sidewinder.
Once you respawn, you need to go and pay for the release of your ship.
The fee is based on your ships value, and your reputation with the faction who impounded your ship, not the current station owner, in the event it was moved.
Allied is 1%, Friendly is 2%, Cordial is 3%, Neutral is 5%, Unfriendly is 10%, and Hostile is 25%.
But, you can pay it off at any time, it's not immediately required. You can also increase your rep to pay the lower fee (aka community service).
I was going to suggest a long timer before your ship is destroyed, but it's not at all casual player friendly. Maybe 30 days?
3) Convert Minor Faction Bounties to Major Faction, after a certain threshold.
Say 60,000cr for now (10~ murders).
So if you commit more than that, in a faction that is aligned with one of the super powers, it'll convert to a Major Faction Bounty.
It'll also add all other bounties from other minor factions aligned to the same superpower, all under one major faction bounty. So you'll be wanted throughout that particular major factions space.
Independent factions are unchanged.
This will also effect idea 1 and 2.
Security will be free to chase your everywhere you go within their space, and relentlessly. Your respawn location could also be any prison colony within their territory.
That's about it for now.
I say bring it all on!
