Before the update it used to trigger malfuntions from time to time like chaff launchers stopping chaffing or NPCs tumbling around with thruster malfunction. After the update it seems to do nothing anymore at least against NPCs. I've got a class 3 burst laser with scramble and would switch to something more useful if other CMDRs got the same experience with scramble spectrum recently.

Just to become clear: Are you guys not using scramble spectrum or is it still working for you?

Down underneath the enemy ship hologram, you should see icons that indicate effects currently active in effect against the ship. Regardless of seeing chaff failures or whatever are you still seeing the malfunctioning icon after shooting at the foes?
You could very well be shutting off power or scrambling a distributor etc. Effects you wouldn't necessarily notice against an NPC in flight.

That's the point, the malfunction icon is displayed, but you don't see any respective NPC behaviour anymore.
