Something I don't understand about station laws...

If the controlling organization of a station gives me an assignment recovering certain cargo, why would it then scan and fine me for said cargo? It would make sense if it was another faction on the station, but it's the actual government playing both sides.
 
Think of it in these terms. Politician McShady hires you on the sly to do something for you. The cops of Mcshady's district will still bust you if they're not 'in on it', which being that the politician is, well Shady, and your task is illegal, they probably aren't in on it and the politician isn't going to stick his neck out for you.

Simplification of the matter, but provides a fair enough framework.
 
All the people on the stations dont have the same goals. And some are even criminals or want you do do something for them that is considered criminal. Like some smuggling missions where they want you to bring something. Like in a city here on earth people have different goals and standings. Some are good and some are criminals while some operate in the grey area. Also remember that every station have more than one group. One of the groups are in power/charge over a station, but there are more groups there like in any city on earth. And those underdogs want to raise to power. You can help them do that by doing missions, bounty hunting, mining etc. If you check your computer (right screen) and check faction groups. You see that there is always a criminal gang, business corp, groups of ideology etc. They can all give you missions. So you need to check who you are working for when taking missions.

I hope FD adds portraits at some point to get a better feel when taking missions. Nice stylized portraits in the mission window and GalNet news feeds would add another layer that give you a better and clearer feeling/grasp of who you are working for.

Right, but I'm referring specifically to when the mission giver is the faction in power at the location. It seems counter-intuitive.
