If you change to a faction of the same type it might end up being the same controller, but it will always change if you change the superpower.Wait what?

We need a good Portsmouth ATC. I mean c'mon, the Portsmouth HM gets to give permission for bloody aircraft carriers and destroyers to leave and enter port.

Enjoying all the real-world references and, yes, FC could use with a little more variety (though it's not that bad as is if you travel about enough).
My own two cents...I wish stations in less-than-savory locales had less-than-professional FCs. I mean, I dunno about you, but I wouldn't expect stations in Archon Delaine's space to be too professional.
