PvP Soo, Shock Cannons?

How do these stack up in PvP? Has anyone tried? Is there a limit to how fast they can be fired, or am I better off with double shot frags if sudden death with no regard for ammo capacity is what I'm after?
 
Max fire rate is 10/s but are as inaccurate as frags by then. Not as good as frags at close range, not as good as multis/cannons are long. But mainly limited by the tiny amount of ammo. You run out after 2-4 ships. Thats NPCs. Combined with no engineering, well, they might be ok for small vs small stock(no engineering) fights, but otherwise I wouldn't bother.

Yeah I was thinking, even if I macroed them up for a burst of 10 a second and treated them as frags in that configuration, would they actually be compareable? Seems not. Got to wonder who, exactly, comes up with these brain dead in the water type balance decisions?
