Just thought I would share this, just incase there is anyone else who is having this very irritating issue:
I am using a soundblaster Z and ever since I upgraded to Windows 10, the control panel for the soundblaster took a good 30 seconds to open and then an additional 10 seconds to change the sound inputs. This was infuriating until I found this post in the creative forums:

I have a Recon3D PCIe and since about two months ago started to have this same problem.
I was able to final fix it yesterday by resetting Windows color management to its defaults.
First close the sound card's control panel by right-clicking on it's icon next to clock and clicking on Exit. Then go to Control Panel and search for "color management".
Then on the 'Advanced' tab, make sure that Device profile is set to: System default (sRGB IEC61966-2.1)
Launch the sound card's control panel again and it should be fast now.
