Sadly, we can not. Unidentified Signal Sources are the things you drop off at to be confronted with a random encounter, and the only way to do specific missions.
Maybe you'll get lucky and find 9 separate ships that either sit there doing nothing or fly around in circles.
Yeah, one of the sad things about USS is that they very obviously don't exist until the very moment you enter them, and every other ship is only spawned at that point. Pirates and traders, Authority and pirates, whatever awaits you is just there, side by side, and only begins to scan one another when you show up. Besides the generally underwhelming AI, the current implementation of USS is by far the most immersion breaking thing in this game.
