Engineers Spawn rate of High Grade Emissions

I'm puzzled - I've farmed more than my fair share of grade 5 mats from HGE, yet I still don't understand what causes them to spawn at a decent rate.

Sometimes they are very frequent (like, 1 in 4) other time very, very rare (1 in 15 or similar).
Is it random? Is it random but sort of "seeded" when I enter the current system? It cannot be dependent on population because I always choose systems with at least 500 million people in them and get wildly different spawn ratio.
And yes, before you ask I fly to deep space and then slow down to 1-10c, briefly accelerating after each USS.

Does anyone knows of a way to consistently get a lot of these?
 
I don't think there is one - FD prefers RNG, but with tilting factors - so if your material is commonly found in boom system state, you've done all you can by going there. After that it's random - the thing with random is that it doesn't equate to evenly spread - in fact evenly spread is quite the opposite of random, so you should expect clumps of good results together, and large spreads of unremarkable results - consistency is very much NOT the name of the game, here!
Embrace it for what it is, and ride the wave when it comes your way, is my advice!

I just found four High Grade Emissions using the methods described by the Commander in this video. It works :cool:
