That's the way I've been doing it. I use the G3 materials to get it back up to 5 quickly for the next one which also helps clear out material storage limits.

I highly recommend you spend your engineer "rep" in order to pick the one you want. Trying to play the RNG game is never a good idea.
Except even doing that you're playing RNG game because that still just gives you the CHANCE to roll that effect.
No. No chances. You pay two rep ranks, you pick the effect your like, you press accept, you have a chosen special effect on your gun. Simple as that.
Do you choose before or after the roll? I've not got any rep with any engineer that this works with. I'm only L5 with Farseer and Martuuk.

To the OP: yep, it's rigged. After 100+ rolls the roulette wheel stopped on the special effect maybe four times. In almost every case where it missed it would do as you saw and land on the red spot usually right after the winning one. Too consistent for a coincidence. Same with regular rolls too regarding the stats - working the lvl1 routine I would see the exact same percentages of stats four or five times in a row, and they'd continue being the same or near same until that one flyer would hit.
The RNGineer game is rigged as are most game gambling elements.
