Engineers Specialised Legacy Firmware -is this game broken?

I have been trying for hours to find specialised legacy firmware. I have tried USS, Scan beacons, Missions, civilian & military installations (no satellites anymore..what) Is this game just horribly broken or is it me being impatient..
Any hints..?

Jameson Cobra gives Adaptive Encryptors Capture (G5) and Atypical Encryption Archives (G4) and sometimes it also gives G2 or G3 Firmware materials. Then trade at an Encoded Material Trader
or
Do missions that gives Modified Embeded Firmware (G5) or Security Firmware Patch (G4) and trade down at an Encoded Material Trader.

What you need is G1 so trading down a single MEF will give you 216 SFP

I am sure you can get these at Dav's Hope, by scanning the data post at the main gate. Not 100%, but pretty sure i have had these as a reward.
