So, after some thinking, I would like to suggest to introduce in the game the "Internal Utility Slots", for scanners and specialized tools.
This will solve the problem of some scanners as outfit - sometime, in absurdly large slot... - and give exploration or multipurpose vessel some more breath. At the same time, avoid the problem of re-modelling the ships, as they will be, obviously, internal utilities.
Surface and Stellar scanners will be fitted in it, as well as maybe a new kind of, not yet introduced, scanner...
All model will receive ONE internal slot. This will receive the stock "basic scanner".
Some model, as Asp and Diamondback Explorer, could receive a couple of internal slots. I think that the Imperial Clipper also could receive one more slots, as well as the three liners.
The only slight modelling involved is for the scanner itself, as they will be able to be placed also on common utility slots, so any ships will be able to fully explore, as it is now. However, common utilities should not be able to be placed on internal slots, to avoid unbalancing.
Using this solution, the exploration ships will be slightly buffed, and reorganize the actual strange "some scanners as outfits, other as utilities" situation.
