Specific NPC mission-givers missing from stations

This is a bug I've noticed that seems to have gone under the radar: at several stations, mission-givers from factions will be completely absent from the concourse.
This isn't due to any specific state (lockdown, bust, etc) or the faction retreating from the system. The NPC isn't hiding off in some corner either; checking the contacts list shows that the number of mission-givers present is less than the number of factions, despite all factions offering missions on the mission board at the same station.

I'm going to start documenting these situations with screenshots because I think it's a far more common problem than anyone has noticed.

I've never paid much attention to the mission givers that stand around.

What makes you think there should be one for each faction? I've never heard that before.

i have to admit i never encountered this, but then im always looking only for npc from my faction so i mightve missed something. but the # of npcs seemed always the same to me, didnt really notice anyone missing. is this large stations or outposts?

Are you hostile with any factions? Often they'll refuse to give a mission in that case and the NPC that would have will give no indication of being a missiongiver other than standing in the usual spot. Though I wouldn't expect that to affect the contacts menu like you say.

Yeah I was just in Seliu Benas a few days; looks like they have only six faction powers there. And both of the ports were missing the guy in the dark hallway, and one of them missing the giver in front of the bar. The whole time I think.

There should be one NPC per faction regardless of how many are present in the system.
Even when there are eight due to an ongoing invasion, there is a position allocated on the concourse for the extra eighth NPC.

It's easy to check by looking at the contacts list while in the concourse and comparing the number of blue contacts with the number of factions.

Yeap, there is one for each faction
when doin missions i always prefer to settle in systems with 7-8 factions

Here in Yan Wen at the Fung Orbital, the fellow standing right outside Pioneer Supplies has been there normally since I arrived yesterday. But is not there now - and the mission count on the board was down around 40. Possibly a sign of supply and demand, just guessing

Also, sometimes they (mission providers) are just standing there but with no interaction

Possibly a sign of someone else was talking to them in a different session. Or they are experiencing an onionhead gamma blankout. Just guessing. They might be layers within their own mind offering missions to their newly reacquainted self

They won't talk to you if:
  • You already have a mission from them.
  • You just handed in a completed mission to them (need to relog/reload the concourse before they'll offer another).
  • You're hostile with their faction.

AFAIK in all other situations they will still offer you something, even if you've got anonymous access and can't use the normal mission boards. But the focus of this thread is about them not appearing on the concourse at all.

This is the contacts list at Timofeyevich's Inheritance in Hyades Sector AV-O b6-5. There is no mission-giver for Senocidi Independents.
