Yes! Battlezone managed it so Elite should be able to. Stick a couple of domes over the apollo landing sites and an outpost to land on. Generate the rest of the terrain as its all dunes and rocks essentially, nobody is going to pay too much attention to detail. As long as they put the apollo sites enclosed on the surface so we can all go and look at them then frankly that's enough to make most happy
