Split Galaxy/BGS = PvP / PvE

Not wishing to beat a dead horse, but as often as this topic has been discussed, as often as CMDRs have been/upset by each other, as much of a PITA this is for everyone FDev still, after a decade, haven't resolved the underlying break in the game... the disconnect between PvP and PvE focused players.

For me personally, this has been a massive turn-off about the game. It's flawed and we all know it's flawed.
Yet, I dont think a viable solution has ever made it into the suggestions box. So here we are:

The fix is easy.
The fix was proven in concept by FDev's decision to hive off the console game's Galaxy/BGS into what is essentially a different game from the PC players.
The knowledge & experience exists within the Dev team. The infrastructure has proven capable of handling the split.

So, just apply the same split to the PC game. PvE over here... PvP, over there. Separate BGS'. No 'behind closed doors' PowerPlay. No need to use engagement limiting [Modes].
No need for reams of forum storage dedicated to this endless, fruitless, community dividing debate about what is/isn't a valid playstyle.
Just thousands of ED players, each playing and enjoying the game in the way they want to play it.

 
Why bother separating the BGS now? It might have made sense a decade ago to have strict separation between PG/Solo and Open, but that time has really passed. What the PvP players really want is more players to shoot at. Separating the BGS will not give them that.
Then of course we go back to the game we were sold being one thing, and you asking it to be another.
And of course the real stinker here, is that if everyone only ever played in open, the outcome would not change. You can't shoot enough of them reliably enough given the P2P nature of the networking to actually be more effective at altering the BGS than if you just shot NPCs. Intentional PvP either hurts your BGS aspirations, or is less effective than shooting NPCs. Hauling freight or shooting NPC's will always be more effective than shooting/blockading other players.
With Powerplay the same is true. It will always be faster to kill NPCs than players.
PvP is just meant to be enjoyed for it's own sake, it's not the meta for getting anything done.

You are talking about the split between Legacy, the 3.8 code base, which is available in three varieties that players cannot see each other in, PC/Xbox/PlayStation, as well as the modes and Live, the 4.0 code base, which is available in two varieties that players cannot see each other in, Horizons/Odyssey as well as the modes and is PC only.

The knowledge & experience exists within the Dev team. The infrastructure has proven capable of handling the split.

No as unpleasant as some of us are at times I don’t think fragmenting things any further would help.

Expenses on running server infrastructure are doubled or players in current Galaxy are having only half of present Quality of Service. "Brilliant" idea!
And insane concept of multi-Universe is brought only to satisfy few people wanting to shoot hollow squares on radar and not NPCs?

How about another easy fix: people who wants Open-only, PvP-only, whatever like that just create a petition to FDev that those players are willing to cover expenses to have their own sandbox. From that moment only those players are setting rules in their sandbox (if there are sufficient number of those).

From childhood there was and is a crazy simple rule: those who don't like something in public sandbox, swimming pool, etc. just leaves to play alone. Those are not requesting FREE copy of that sandbox, etc. for only reason they are want to have one.

The Open/PG/Solo structure of the game is not a flaw. It is a design element intended to allow any Commander, no matter their interests, find the game experience they want on a session by session basis. This design was baked in right from the kick-start till now. FDev haven't changed it, because this is how they want it, and this is how they sold it to countless Commanders.

Other Commanders are your content, only if they wish to be

You hit the nail on the head there. That's what was going through my head as well when I read the OP.

This is the system they want and that's why it hasn't been "Fixed".

FDev want to encourage players to encounter each other in game, "all friendly like" or not. If joe player doesn't want that, they have two other modes they can play in. That IS the separation of PvP/PvE in this game. It is by design.
