Considering the current issues and the rather mid-term deadline, I suggest splitting EDH and EDO into different games rather than forcibly merging both games together, because the apparent issues (Performance, Planetary Generation, BGS balance) are unlikely to all be fixed before fall this year. This game is damaged beyond any repair and before history repeats itself (as what happened when Horizons was introduced) it's better to keep it separate forever.
Elite Dangerous: Horizons should become Elite Dangerous: Classic (or Old School Elite Dangerous or Elite: 3307)
It should no longer receive any feature updates, only balance updates and bugfixes.
Separate game world states
Everything, including Background Simulation, Community Goals, Planetary Generation, Fleet Carriers, Markets, Factions, Powerplay should be kept separately from Odyssey.
Current commanders should become cloned to both game worlds.
Once the game worlds are split, they will be cloned between both games and kept separately.
New commanders only exist in one of the two game worlds. Players who own Odyssey after the split however can create a new commander in the other game world.
