Well, firstly you're missing the question-mark from the end of the snippet of my post, which you quoted, indicating that I was asking a question rather than making a statement.
Secondly, you're missing any reason to bring up the subject of a "shipyard" at all.
I was simply enquiring as to whether there were places on DW2 available for lawful CMDRs to dock at, and thus respawn if they get exploded.
