Ships Squadron Carriers: create "squadron artificer" role to build ships for squadron members

On the Squadron Carrier soon to come out with Vanguards, I've been speaking to vets in my squadron. Seriously consider adding the means for vet commanders with the appropriate (ie higher) permissions to be "squadron artificers", kind of a roving guild of "interstellar master ship-n-suit smiths" that might not come with the first release of the Vanguards feature, but really give it some consideration as a post-MVP enhancement.

This could offer vet commanders so inclined to support and nurture junior, fresh-to-the-galaxy commanders, who struggle with engineering. For example, they might take a ship request from a squadron member, such as a CZ Vulture. The "squadron artificer" then could refer to specs put together on EDSY or Coriolis - no integration required at this point - and build a ship that can be loaned out to squadron members only. Also, such squadron built-and-owned ships (and suits potentially) can go some ways to creating a sense of collective ownership and commitment, a true squadron.

Squadron artificers/engineers also take a cut of the overall prices to build; % to work out based on ship model, size of modules, grade engineered to, etc.

So in-short, the means to loan and sell ships to squadron members. If a commander exits a squadron, they lose all rights to those ships crafted for them by the resident shipyard artificers. Squadron artificers could be offered the option to sell on ships to squadron members, who are then the whole owners of the ship. If the ship is then owned by a squadron member who, at some point, leaves the squadron, they can, on agreement from the squadron, to take that ship with them. Otherwise, it stays with the squadron.

Again, consider adding "suit artificers" to the suite (forgiving the pun) of Squadron Carrier facilities.
