I think fdev are missing an opportunity to add some risk for "safe" losses into the game.
The reward: Let us bank fully engineered ships in the squadron carrier for others to use.
The risk: loaned ships with any engineering are deemed uninsurable by the pilots federation.
Players loaning these out are already flush with credits and wouldnt do so unless they have the credits to burn. The players who need these loaned ships aren't, and so the pressure is on the new player in the loaned ships to not let their squadron mates down by losing the shiny loaned out ship.
The financial risk is carried by the wealthy squadron, the gameplay risk is carried by the person who needs the loan, and the reward is that squadrons can loan these out. The a-rated non engineered squadron ships would have normal rebuys.
