I can imagine the outcry from the many CMDRs with smaller than x members for being not allowed to add their decals.But you can put this option only for squadrons over some specific count of members. 200 members for example. How many squadrons could be in? 50? Max 100?
I suppose the question FDev would ask is what makes those larger squadrons less prone to sneaking something potentially offensive through. The ability to apply custom logos would enhance immersion, promote player interaction, showcase player creativity, and benefit the game's marketing efforts.

My suggestion would be to implement a forum that players could make an initial post for requesting an insignia.
After that, only Volunteer Moderators or other "official" people could comment. Their purpose would be to up or down vote the content edit: in accordance with a set of published rules.
After a number of upvotes, say three, the person making the turnkey vote would lock the thread and submit it to FDev for addition to the store. It then becomes a micro-transaction for sale.
