Yeah erm, I keep running into quests that tell me to meet someone for more information. Often a time is given for their arrival, or it just says I'll be contacted. I have no idea how to find these guys. I've wandered around the stars that are named if there are any, I've just ran in circles waiting to be "contacted". What am I doing wrong. When a time is given 2:30 is that hours/mins, mins/sec? Where do I find these people? Pls, save me from pulling out more hair.

These types of mission are new so can't speak from experience, but if there isn't a station named I would suggest setting navigation filters to point of interest, and trying a few unidentified signal sources.

I think the times are min:sec, until arrival into the listed system, but like deaddog said i don't know either and ill have to try and find out on my own, like most of ED makes ya do.

Go to the system specified in the mission, look around for a "Beacon" or some kind of navigation point of interest usually in your "Contacts" tab on your LEFT holo screen, usually your mission contact will be about there. Also try weak signal sources maybe or unidentified, BUT, the unidentified ones usually involve combat.
