Engineers Stacking mods?

Just started tinkering. Have a few questions!

Can i stack modifications on the same module? Or it it One mod per module?

If I want a tier 3 mod, is there any advantage to getting the lower tiers first, or should I just gain the rep with other mods, until I qualify for the one I actually wanted?

No, you can get the higher tier when you have the mats.

i had to put limpets and cargo racks in my intercept fighter to really take advantage of all the goodies Wanted NPCs drop.
I'm not consciously going out for specific mats, just going to collect a lot and see then what I can do.
Got taken down to 19% hull by 2 imp eagles, barely got away. What a blast
