I know a lot of people have been talking about this, and it has also definitely popped up on that Reddit survey that was done and posted here (https://forums.frontier.co.uk/threads/a-little-poll-found-on-reddit.540473/#post-8367273), I thought I could post an idea here:
I think the impact of staff facilities and related structures should be a visual thing. If the facilities are closed off sufficiently by assets, foliage or terrain, the heat map should reflect that. I think this game called Parkitect (https://store.steampowered.com/app/453090/Parkitect/) does it really well. It has a similar impact system based on if the guests are able to actually see it / have a line of sight to it.
