I need help with Jurassic park chaos theory. I can't synthesize my T-Rex because I have no scientists to meet the requirements after using 8 modification points. After firing half my scientist to find the ones with a higher genetic skill point. I still could not meet the requirement because I needed staff improvement level 3. Unfortunately, the same thing happened with the T-rex. I still could not meet the requirements to upgrade and no scientist under the page for hire has the points needed to upgrade. All scientists (even under the hire page) are level 3 and nothing I can find to fix this. I may need to restart Jurassic park chaos theory or found a game-breaking bug. Is there a solution to this?

Edit: I fix my T-rex problem by firing all the scientists and running the game at 3x. I got new scientists at level 4 and was able to get enough genetic skill points to get 2 T-rex in the same enclosure (yay). Unfortunately, I'm back to square one where I can't get training points to level up the scientist to get staff improvement level 4.
Did I basically break the system and need to restart Jurassic park or is there another way to fix it? I just want to have fun but this scientist mechanic crap ruins the game for me.
