Staff Management Intention

I was just wondering what the disable staff management option in the game settings is designed to do. To me, disabling staff management would mean not needing to worry about staff being unhappy and quitting or getting low on energy and needing to take a break, requiring staff rooms, but this does not seem to be how it works.

Basically I want a way to be able to hire staff and not worry about them leaving a shop unattended or quitting.

To be honest, i think thats exactly what it's supposed to be doing ;)

If you turn it off, staff will still get unhappy sometimes. But they will no longer quit. Neither will you need a staffroom to give them breaks.

Seems like he might be encountering a bug.
 
I think the issue may be that Challenge mode doesn't have the option to disable "staff happiness" like sandbox mode does. So I guess my question is, in Challenge mode what is the designed purpose of unchecking "staff management features"? And is there a way to play outside of sandbox mode without worrying about staff management as defined in my OP?
 
In a Sandbox with disabled staff features, staff is still walking around the park and needs to be trained. This is super annyoing.
As a side: Staff that is roaming around the park (you would never see that in a good theme-park) is cheering and clapping. Why? Are they happy to be on break?
Why are my worker bees making happier sounds than my park guests?

Devs probably wanted to add some sort of visible indication for players to see that they are happy.
