Staff refuses to move animals from trade center to habitat

I have my trade center in a very accessible place, i've even tried moving it, but staff just wont move animals, I'm not sure what to do.
The trade center is in every work zone, and I've tried rebuilding the habitat/moving the trade zone.

Also unrelated, Cleaners and Security guards are physically unable to enter the staff room, they just jog in place at the door.

do you have a spare zookeeper
Do you have a complete connected habitat
Do you have a habitat gate
Do you have a path between the trade centre and the habitat gate
