Staff you can place/designate

I think we should be able to allocate ride hosts and people who run rides. Like for example maybe designate a staff member to one ride, and maybe have general staff who just cover the entire park. There was a lack of this feature on rct3, so you'd never see a staff member checking seats, at the ride entrance or just doing general things around the attraction.
