Star Age Mapped

What I find strange is how they say the galaxy started small and expanded with time - then go on to say the oldest stars are at the centre? Wouldn't that in fact suggest it has been contracting?
 
I'm no expert, but I believe gases would have been spewed out and then would have ignited to form newer stars around the further reaches of the galaxy, leaving older stars towards the centre. However, I guess that gravity would play it's part on the distribution of these, thereby influencing the arrangement of newer and older stars.
