This has since been edited out of the movie ...But my take on it was there was no one in the Chewbecca outfit or the actor was asleep :)
It seems Harrison Ford needs to shake him for artificial movement :)

my bet is that there is someone in the suit, but they fell asleep. Because as harrision ford touch him there head turned towards harrisions direction then as harrision picks up his hand chewy then leans abit forward. Plus, the head remained on the entire time is another thing which proves there is a person in there because the head wasn't attached to the torso region
