The Independent Pirates view: Senator Torvals mining empire has lost the loyality of nearly 1/3 of her systems. This loss could be a new opportunity for a grand restructuring in Torvals domain, if she is not lacking the personal ressources, that is. We will see who will be after the fresh unruled systems first. One powers loss is another powers gain, some say. But who will profit most? This is the question to ask, I'd suppose. Anyway, a full success for "Reaper Taskforce" and a first sign of weakness from the Empire that otherwise has denied the Feds any expansions this cycle again, but could not muster the strength to successfully push theire own attempts too. With news of a possible Thargoid attack in the inhibited bubbel it is hard to believe what Lady Salome wanted to tell us - that the superpowers are secretly working together to prepare defenses against a possible alien invasion (or on an escape-plan for galxys best dressed power mongers). It really does not look like it. But I know who will be blamed if all goes wayward - it will be all the littel Independents fault, it's always the pirates, the hippies and the bankers or the communists who will be blamed and what about Mahon? Tell me, does the big Donut Boy knows what is going on, or is he just the king of fools in a fools universe?

Senator Zemina Torval was sniped from 3rd place to 8th. This morning the Senator and her entourage might well tear on theire hair in disbelieve. After all there is a total of 20 systems revolting. How this came to be...? Many will ask. Did the deputy of defense fail his job? Will heads be rolling?

The Independent Pirates view: It has to be verifyed if Senator Torval is holding a new record: 20 systems in turmoil, that's some major uprising! But why? Didn't Lady Torval keep her word to give everyone butter-cakes, milk and tea in her systems? Have the pirates invaded? I bet so. If there is turmoil, pirates are never far, but we don't know who is responible yet. Yes, last cycle seemed silent, but: "the calm after the storm" was the "calm before the storm" acutally, as we see now. What else is going on? The Pirate Lord and Yuri Grom both have a major loss of CC-Income, most probably the result of heavy undermining. Hudsons massive expansion-attempt into BURR was denied to him by combined opposition forces. Hundreds and thousands of system defense ships must have been crushed in that endeavor. And there are two preparations that were pushed with several thousands of supportive shippings: ZOCHNA and HUILLICHE. Let's see if how the expansion-attempts are going. On the Princess Aisling Media I have read that ZOCHNA has no priority - it's a loss maker, but it also hurts the Feds, so we will see. With AF LEPORIS, ZOCHNA and LHS 397 on the table there are some weaponized expansions targeting the Feds this cycle. But Senator Torval might be busy repairing damage, so maybe LHS 397 will not be much of an issue for Federal defense fleet... edit: A news link from Hudson Press Center was broadcasted, where a "Reaper Taskforce" was credited with the undercover activities that led to Senator Torvals turmoiling systems. This was spelled as a direct response to the series of weaponized expansions against the Federation Torval kept launching past cycles.
Update 19-JUNE: What we see today is the Federation leading the expansion boards. There is some undermining at Archon's, Mahon's, Winters' and of course Torval's. I am curious how the bubble will look after this cycle. Can Torval save all her systems? Will the Feds succeed with all theire expansions? Will there be a new surprise-snipe? Looking forward to find all the answers. Take care out there pilots!
Update 22-JUNE: Cycle end is drawing near and all expansions show heavy oppostion, except Yuri Grom's witch is leading by astronomical 385k mertis (that's nearly as much as the total opposition merits of 389k, the Feds got in both of theire expansions together!). Grom sure wants to have HUILLICHE! The Feds will be needing wide sleeves to pull that many aces out to still being able to win theire hard fought over expansions and the Imperials show some vigor in denying those to the Feds. Same goes for Feds denying the Imps access to AF LEPORIS. A surprise snipe is not yet in sight and Torval was fighting hard for stability, but didn't manage to fortify everything until now. Senator Torval has 18 systems cancelled and 3 systems still fully undermined. Delaine has taken some undefended undermining hits - but usually his compressed economy can take such without much danger of turmoil.

The Independent Pirates view: Winters got in front of Aislings attempt to get AF LEPORIS by successfully expanding into YAM a mere 20ly journy away from Leporis. Mahon now takes care of a new system without having had any oppositon and Archon got a new hold in MADON, taking away influence from the Princess there, what might upset Lady Aisling, who had a rather suboptimal cycle. Denton Patreus and Lavigny Duval have seen most of the undermining in the last cycle. So maybe this is a new effort from the Federation to gather strength or a internal rebellion or even an Allinace or Archon undercover job or random uprises - all possbile more or less likely. Torval is trying at LHS 3531 again to keep President Hudson busy whilst Archon is threatening his old rival Yuri Grom with a neighbourhood visit in TAI QUAMBIS. Hudson and Antal are expanding near the Sirus bubbel causing no further interference.
Update 12-JUNE: The calm after a storm... Only major activities seem to be Hudsons expansion in BURR (winning) and a massive preparation effort from Yuri Grom, securing HUILLICHE with 73k meits spent.
Update 15-JUNE:
- Imperial preperations aim against the Feds. The Emperor has moved AF LEPORIS up on top priority on the prep list, Aisling pushed ZOCHNA hard and late at cycle Torval prepped LHS 397 - all three will be weaponized expansions against the Feds when successful.
- Last minute snipes happening in Torvals space, three systems at 100% undermine threat.
- Lavigny-D, Hudson and Antal seem to get theire way with theire expansions (KAMITO, BURR and CHAIMAL).

The Independent Pirates view: Torval tried to mess with the Feds and payed the price, failing her weaponized expansion she dropped two ranks. In-between most other powers are descending on the remnants of Hudsons and Li Yongs lost systems, trying to get the best pieces. However both the Sirius Corporation and the Federal President have recovered from crisis and regained some stability.
The Emperor steady progress seems unstoppable. Lavigny-D's economy has not been shaking in the slightest inspite of heavy undermining from last cycle. Also Princess Aisling managed to put a stop to that 5th columnist zombie horde prepping the unfavourable system of Yaque cycle after cycle by putting it under control of the newly aquired system of Tumuzgo.
Update 07-JUN: Mahon is not getting much attention and his expansions seems to do alright. The Emperor Arissa-D and the Admrial Patreus are seeing some more undermining again and the Princess Aisling is having some opposition at her expansion in AF LEPORIS. Now let's speek about current cycles star: Shadow President Winters is having a blast of a time with three of four expansions doing fairly well. Fighting is still going on but Federal forces seem to prevail. Hudson is investing into preperation of BURR, while Antal has thrown an eye onto NGRABAL one of Archon Delains favored prep systems. Speaking about the Pirate Lord, he is struggeling with his many expansions and there is not much of a success to be seen. Yuri and Li-Yong Rui are rather unimposing and keeping it quiet this cycle.
Update 08-JUN: Major oppostion of Archons expansions in HUILLICHE and YUROR are coming up late at cycle. Torval has a late preparation against Hudson again in LHS 3531 at a cost: Senator Torval is left with only 1% defensive bonus! Last but not least: Yuri trys to outprep Archon in TAI QUAMBIS.
Li Yong-Rui is turmoiling for a second cycle. Sirius Corp lost all ten revolting systems and has another seven system revolting. With this setback Li Yong-Rui dropped five ranks - with other powers raising in rank - Sirus Corp has crushed hard to the bottom no. 11.
* Presiden Hudson has recovered from turmoil but lost FRENG one of the revolting systems from last cycle. The President has risen one rank to no. 6.
* Princess Aisling has successfully expanded into JAAKA last cycle and has risen a rank to no. 4.
* Shadow President Winters has successfully expanded into LHS 1887 last cycle and has fallen a rank to no. 5.

The Independent Pirates view: Sirius Corp lost ten systems and crashed down to the bottom rank with other powers happily stepping over the crippled corporation to raise up. The freed space might be most intersting for Li Yong-Rui's closest neigbours: Antal, Patreus and both Federal Powers. It's to be seen if Li Yong-Rui will be able to muster some defenses this cycle or if his corporate power will continue to lose systems.
Hudson will have another tough cycle defending his systems, since he has no consolidation bonus after coming out of turmoil and Torval has launched a devastating weaponized expansion against the President.
The Archon finally got some ranks after his crew has spent many cycles with tireless undermining and Mahon has regained his top spot due to the Emperor not being able to complete her last expansion-attempt.
Update 01-JUN: It shows there have been some preapartion conflicts in DP CAMELOPARDALIS, HUILLICHE and some shared interests between Winters and Antal, where Winters is clearly dominating. DP CAMELOPARDIS has shared interests between Mahon and Antal, not coflicting any command capital, while HUILLICHE is wooed by the Archon and Yuri contesting 3 Antal and 2 Grom systems. Both DP CAMELOPARDALIS and HUILLICHE are in very close vicinity to each other.
This cycle prepping enthusiasm might well be the result of revolting systems from Li Yong-Rui and Hudsons influence that have left theire powers allegiance recently.
Expansion from the Emperor, the Princess and the Dictator seem to succeed rather uncontested while Torvals weaponized expansion is not really pursued by the Senator but reasonably well opposed by the Feds.
Also there are ten systems cancelled in the Emperors domain - some undermining is going on! That's something new, I'd say *chuckle*. Who ever did this, I want to buy them pilots some nice and cool Gerasian!
Li Yong-Rui is turmoiling hard with 10 systems revolting. The Sirius Corp. was in turmoil last in cycle 96. With this turmoil Li Young-Ruis Corpororation dropped two ranks to No. 6.
* Federal President Zachary Hudsons has two revolting systems. He is in turmoil for three cycles in consecutive row now. Hudson lost all three revolting systems (AURA, RAVAS, ORISHVATI) last cycle. The release of those systems gave some economic boost to Primeminister Mahon and Dictator Yuri Grom and also helped President Hudson to optimize his economy.
* The Emperor Arissa Lavigny-D successfully expanded into HEILELANG and reached the top rank this cycle leaving Primeminster Mahon to second and Senator Torval to third.

The Independent Pirates view: Constant expanding is earning the Emperor the top rank. Her combat pilots will be grateful for the increased bounty payouts. I had that feeling something's going on last cycle - might be all that oninonhead or coincidence or even the galactic power surging through my veins - but see, how right I was? Li Yong-Ruis Sirius Corp was sniped again after seven cycles, with maximum force this time. The Archon denys any involvement, but who knows with the Pirate Lord. I think someone is trying to force the Independent Powers to take sides. Will this succeed? I hope not. Federals and Imperials are power-greedy enough themselves and every one else can be lucky that those two weapon blazing mega-powers keep each other busy, at least that's my view of the political scape.
Winters, Grom and Delaine suffered some command capital slump most probalbly due to hostile undermining.
On another note there was an appeal (or a cry for help?) throughout the galaxy by a reknown Utopian spokesman to oppose the Archons attack on the Utopians with his current expansion in MURI. Let's see if the galactic powers think this littel war is important enough to get them distracted by this Inter-Independent dispute. Also I am curious if the Black Hand will muster any support against Princess Aisling expansion threatening theire feudal home-governements in JAAKA.

Federal President Zachary Hudsons systems are in trumoil a second cycle! Hudson lost the two revolting systems 19 PHI-2 CETI and KATURI due to turmoil and massive undermining last cycle. The release of those systems gave some economic boost to Mahon and Yuri.
* Leader of the Utopians Parnav Antal regained stability after last cycles massive turmoil and lost no systems. Antals supporters successfully fortified everything.
* Federation succeeded in opposing all three hostile expansions from last cycle.
* Li Yong-Rui's Sirius Corporotation has climbed a rank to no.4 and left Princess Aisling to rank 5. I think this is becouse the greater expansionist activity of Sirius Corp and the stagnation of Princess Aislings domain.
* Galactic Rankings have returned to the old state prior to cycle 101 in the lesser ranks, since Antal defended his systems and so reclaims his old ranking: Antal is again 8th, Denton 9th and Yuri Grom 10th.

The Independend Pirates view: Last cycle was action packed, no doubt. Imperial attacks on the Federation are gaining heat (if anyone has detailed news, please share) and someone is stirring the tranquility of the Independent Powers. This time Archons Kumo Crew tried to take advantage of the Utopians turmoiling systems. They undermined about 23 systems of Parnav Antal's rule. But the Utopians heartly defended theire systems with consequent fortification as with open play hunting of the hostile pirate underminers. Respect to all who engaged into open play! But also behind the curtains there is upheaval. Busy diplomats roam the discords and the home-system-factions of the powers see increased attention. In the mean time the Alliance is building research bases in the Calfiornia Nebula quietly and relative unobserved (DNA-Decay's report). I think this should not go unnoticed as well as the Canonns ambition to build a mega-ship (GalNet Article).
Update 15-MAI:
Despite being in turmoil, Hudson is not seeing very much undermining. Either his opponents are preparing for a snipe or, looking at the stats, it seems more likely that the enemys of the Federation have shifted theire attention towards Shadow President Winters again. Next to Winters, Yuri Grom is suffering the second most effective undermining at moment of report and also the Emperor Arissa Lavigny-D is seeing some unusual amout of undermining this cycle. Maybe the Feds have launched another campaign against Yuri Grom and the Emperor or the Independents doing some plotting. It's all a big question mark for me and cycle end could well hold some surprises.

The Independent Pirates view: The end of this cycle made me spit out my soy-caf brew and made me open a cool bottle of Gerasians Stout in reflex. I was in for a surprise. The quiet peaceableness of Parnav Antal's Utopia was shattered with an all out attack at cycle end. It must have been a vicious snipe that caused Antal to end the cycle with FIVE systems in turmoil. This could have been done by the common hand that led the assault on Sirius Corp several cycles ago, where Archons Kumo Crew claimed responsibility - but it might also be an insidious grip for Parnavs systems from any of the neighbouring powers. Especially Denton Patreus and Yuri Grom are looking a bit suspicious here but also Hudson might be in desperate need of expansion teritorry.
Speaking about Federal President Hudson - he finds himself in some deep trouble this cycle, suffering from a well sniped turmoil too and facing two weaponized expansions invading his systems. It must be especially painful for Hudson that Sirius Corp has turned on them. It is quite obvious that Imperial agents have invaded the company, or can it be that Li Yong-Rui sees no other option then to prepare Arbuda becouse it's "easy to oppose"? And the third expansion is ... again GITSE. I'll bet Shadow President Winters is getting convulsions when hearing only a whipser of that systems name.
So this cycle seems to be an all-out attack against the Feds with an additional take down against the Utopians.
Updated 08-MAI:
* Asides from the two turmoiling powers most of the undermining is happening in Mahons teritorry this cycle.
* The Federations navy and mercanarys are trying to oppose all of the expansions, only in GITSE they have yet a gap to close and the future fate of this system is yet unclear.
* There are no noteworthy preparations happening at the moment, except Yuri Grom who has a colourful sortiment of preparations, maybe 5C prepping against Torval - or a change in startegy by the dictator?
* Hudson is facing a massive incursion. Hostile powers seem to be very eager to see Hudson lose some systems this time. The Federal President has 10 systems cancelled and there are still 11 systems fully undermined, threatening him with a further massive CC loss. Should the Federation not increase it's pace to counter this threats the loss of systems will be quite certain.
* The heroic feat of this cycle goes to Parnav Antal. His supporters have already fortified all of the Utopians systems that were not in turmoil (50 systems that is!) by now. Should the hostile incursion continue the Utopians may still face the loss of a system or two. How ever, no one can say that Antals supporters have not tried everything possible to save theire systems.

The Independen Pirates view: The Emperor Lavigny-D had another great cycle. Winning two expansions rewarded her with an increased position in the galactic rankings, granting her navy higher bounty payouts at the security desks. Early cycle activities show that the Emperors navy indeed has a very active and determined approach toward it's goals.
Rumours have spread that Zemina Torval was invaded by Grom agents last cycle who might be responsibel for the weaponized expansion of LHS 397 into Zachary Hudsons teritorry. However it might also be a clever move from Torval to claim ignorance of this cause. The inactivity in Yuri Groms last cycle lead me to the believe that there is some truth to this rumours though.
Since Zachary Hudson also launched a weaponized expansion into Grom's teritorry maybe his intelligence also gives some consideration to the rumours of Grom's invasion into Torvals navy. The inner security of President Hudson seems a bit lacking since obvious 5C activities put a harmful preparation (LP 787-52) against Zacharys close ally Winters on the prep list on the first day of the cycle.
Archon Delaine keeps threatening Grom and the Empire with various expansion-attempts.
Felicia Winters has recovered from the past Imperial strikes against her domain, but since GITSE is showing in the first day on the Emperors preperation list once again, this looks like a short ebb tide only.
The first last, Mahon has increased his command capital isnpite of an ever increasing amount of undermining that floods his systems recently.
Closing words: Mahon better gotta watch the Emperor. If Lavigny-D keeps expanding at the current pace, Prime Minister Mahon might not be sitting all to firm on his throne anymore.
Update 03-MAR:
* Mahons expansion is not going that well and the Prime Minister suffers heavy undermining again this cycle.
* The Imperials do farely well, except of Admiral Patreus who has 3 systems fully undermined and Torvals expansion witch is heavyly opposed.
* Sirius Corp suffers some undermining and has a colourful preparation list. The peacable preps have been thrown over board. ARBUDA contesting mainly Hudson is in the lead while OMICRON COLUMBAE contesting Patreus and Lavigny-D is far behind. This shows that Imperail agents are predominant in the Sirius Corp.
* The Feds: Winters suffers strong undermining but prepares a somewhat promising system this cycles whilst Hudson desperatly trys to push his expansion but it seem oppositon will deny him success.
* Yuri Grom sees heavy undermining with two systems turned
* Archon Delaine is undermined with two systems turned. Archon is prepping many systems again and pushing his expansions against strong oppositon.

Aside of this, Senator Torval launched an expansion-attempt invading President Hudsons systems in LHS 3531 and Archon Delaine launched an expansion-attempt invading into the Empress Arissa Lavigny-D's systems in BAAL. If the unresolved conflicts would not complicate intergalactic politics this would be a fairly intersting exchange. With the situation as it is, it is just utter chaos. Maybe fun, maybe disturbing, maybe a good opportunity to field some shadow ops and make some profits.

*Yuri Grom has regained his galactic standing of rank 10 and left Archon Delaine to the last place again.
*None of the last cycles expansions have been successful, both are going to be repeated this cycle.
LAST CYCLE SUCCESSFUL PREPARATIONS = CURRENT EXPANSION ATTEMPTS
* Arissa Lavingny-D's preparation in OVINI (peaceably) succeeded. There is an expansion-attempt this cycle.
* Zachary Hudsons preparation of ITHER (contesting 11 Grom systems) was pushed late at cycle and succeeded. There is an expansion-attempt this cycle.
* Archon Delaine's preparation in HIP 17519 (peaceably far out) was pushed late at cycle and succeeded. There is an expansion-attempt this cycle.
The Independent Pirates view: This cycle is another chance for the Emperor Arissa-Lavigny-D's combat armada to further expand into Federal space. On official channels Arissa Lavigny-D's spokesman announced that GITSE will not be priority since it's repeated expansion-attempt was not issued by Imperial decret. It is left to be seen if those words hold any truth. We will see which path the Emperor will be taking, since she has the choice to push a peaceable expansion or to aggressivly push into Federal space.
Also there is a new chapter in the Hudson-Grom conflict with Hudson actual expansion-attempt cutting deep into Groms systems. With Archons last cycle expansion-attempt of NGARRA still active, there remains also this second front for Yuri Grom to deal with.
After an initial data corruption and powerplay bug, most things seem to be up and running again. Last weeks expansions are in repetition this cycle becouse of the flawed cycle tick.
Update 17-APR:
* Mahon suffers heavy undermining
* Torval has two unhealthy preparation, a clear evidence of internal sabotage
* Arissa Lavigny clearly goes for OVINI
* Li Yong-Rui managed to get rid of a preparation that would have been harmful for Hudson.
* Winter keeps prepping PUNTIN a good system for the Shadow President
* Hudson has a questionable preparation harming Li Yong-Rui and his ally Winters, some evidence of internal sabotage. His expansion in ITHER is not going well, oppostion is stronger at time of report.
* Denton Patreus managed to fend off a harmful preparation of GLIESE 900.1 that would have hurt his Imperial ally Torval. The existence of such preparation is evidence of internal sabotage.
* Grom has a rather calm cycle. A preparation harming Mahon was put dormant by means of consolidation.
* Delaine goes wild preparing systems contesting Aisling and Grom. His expansions are going rather slow. The far out expansion in HIP 17519 looks like it could complete.

The reporters thoughts: The Federal-Imperail rivalry comes to no end. Shadowpresident Winters has lost influence to the Empire due to Arissa Lavigny-D's successful expansion in LOPOCARES. Winters was also hit by revolts, leaving the Shadowpresidents systems in a vulnerable positon this cycle. Winters pilots will have to fight hard to save theire Presidents domain from further losses. On top of this the Empress is launching another weaponized expansion-attempt in GITSE aiming at Federal Winters sphere of influence. Things are really looking bad for the Federation on this thursday.
On the other side of the bubble Archon Delaine and Yuri Grom fought over the dominance over YUROR and some other close systems. Yuri Grom managed to counter the pirate lords expansion-attempts but then was rated down one rank by the galactic-rating agency, maybe becouse Yuri Groms domain was suffering from heavy undermining and the dictator was not able to prepare or expand this cycle. Also his available command-capital has been shrinking dramatically, while the Archon has launched an expansion-attempt in NGARRA further threatening Yuris systems.
Update 13-APR:
Opposition is strong in GITSE denying the Emperor's expansiont there. The Emperor Arissa Lavigny-D has prepared the neutral system of OVINI for expansion in the coming cycle.
Shadow President Winters has suffered from massive undermining whilst two systems were turmoiling. Winters has spent reasonable effort on cancelling most of the threatening undermining attempts in her systems.
President Hudson is preparing ROSS 1057 contesting two systems of Mahon.
Archon Delaine has not put much effort into his expansion in NGARRA and the opposition is dominating. The pirate lord has prepared BANEK contesting 2 systems from Antal.
Most powers spent theire votes on consolidation.
Most undermining forces were reported in Winters space this cycle, followed by Delaine, Mahon, Hudson and Grom and also Li Yon-Rui had some minor incursions.

My take on this is as follows. It might very well be that this snipe and the resulting trumoiling of Sirus Corp is a direct response from Primeminister Mahons Admirality to Li Yong-Ruis successful preperation-attempt of KUUNGGATI last cycle. This system is cutting deep into the Alliances sphere of influence, so it would be no surprise if the Alliance Admirals would have launched a preventive counter-strike. This howerver is solely my own persumption and on closer examination it would be rather unusual that the Alliance would not try dipolomatic channels first, as theire officials usually do. So a second possibility looks a bit more likely. It could very well be that the snipe on Sirius Corporation was part of the Emperor Arissa Lavigny-D's scheme to raise in the galactic-power rating. There is no real evidence on this either, just thinking loud here...

So what I think, I am not sure if Denton may be just trying diverting the guilt from himself, neighbouring Ly Yong-Rui as well as Archon or if there is any substance to those implied accusations of reknown privateers...
START OF THE WEEK UPDATED The weekend has passed and I perceive a shift of actions with some harmful preperations against the Empire and undermining in Arissa Lavigny-D's systems getting more frequent. Otherwise the Emperor is going strong doing fortifications with the tireless power of a steam-engine.
The Emperor A.Lavigny-D. is preparing GITSE again, a harmful preperation aiming agaist the Emperors long-term adversary Felicia Winters. At the same time Arissas combat-pilots are pushing her expansion with the same efficient sense of duty as her majestys fortification fleet.
Winters opponents are countering the Federal expansion attempt at HIP 41529 with superior force, but the Shadowpresident might be holding back some surprise.
Yuri Grom has some preperations aiming at Mahon and some at the Empires direction, this does not look like the ZYADA spirit - but on the other hand there are several very questionable preperations going on again this cycle. I am looking at Torval and Patreus here and my guess is heavyly suggesting 5C at work ...
The expansions of the Pirate Lord are getting heavly opposed and there is not much action to be seen from Archons crew, but maybe they are holding back theire efforts in the shadows. What I can tell is, that there have been some open encounters in YUROR between Kumo Crew pilots and Aisling's pilots - this seems to be an sequel to the UNDINES war from the past winter. Also Archon has a preperation targeting Admiral Patreus. Words of a truce between the Archon and the Admiral are to be taken more then cautious.
Outcomes are eagerly anticipated with cycle end on thursday.

Reporters thoughts: This cycle there are some preparations going, although I am not convinced those are regular and not 5C, and there is also a rumour that data from galactic-cartographics is corrupted.
Hudson prepares a system, witch according to gal-map contests two systems from Winters, and Torval does something similar contesting two systems of the Princess with her preperation. Li Yong-Rui is heavyly contesting Mahon with his expansion. Winters, Grom and Delain are preparing systems contesting theire rivals like is to be expected.
Also I got word that Winters expansion GITSE might be based on corrupted data from Gal-Map too and it might in fact actually be a negative expansion for Winters. If these rumours are true, I'd very much appreciate an official statement on the corrupted data. But maybe it's just rumours...
Winters subreddit is a bit cryptic about the expansion, but it leaves no doubt that they don't welcom it:

Reporters thoughts: Patreus was sent into turmoil at cycle end. There is no clear evidence who was responsible for the snipe, but there is some cackle to be heard from Winters combat-pilots lobby.
There are many expansion-attempts this cycle. Li Yong-Rui attempts an expansion, Arissa Lavigny-Duval is already rushing her expansion and also Winters has found herself a profitable control-bubble that is contesting 3 systems in Torvals vicinity. There also have been popping up some preperations contesting other power-spheres. This may get interesting. I'd advice to invest into popcorn for profits.
On a side note, I am surprised how well Yuri Grom managed to counter undermining and carving out a veritable CC surpuss against all odds. Predicted Hotspot of Cycle 94: Federal expansion in HIP 41529 contesting Imperial space and the Imperial preperation of GITSE contesting Winters- those two definitly are burning hot!

* The Archons preperation-attempt for LTT 47 seems to be succeeding.

Reporters Roundup: Recent figures show that Ed Mahon and Yuri Grom are the most wanted undermining targets at the moment. The Feds are having a littel break this cycle and the Independents see a bit more undermining then in the last weeks. Let's wait and see if there are some merit-bombs held back this cycle.
There are some preperations going at the moment, this hints to the next cycle having more expansions again, especially since Lavigny-Duval, Winters, Hudson, Yuri and Delaine are pushing weaponized expansions.

Arissa Lavigny Duval registers for fastest fortifying power ever. This screenshot is from friday evening, 34 hours after cycle tic, and it shows 15 fully fortified systems! How did they do this? The Empress must have an armada of fortifying cutter pilots with billions for fasttrack to achieve this [where is it]. Respect!

The Empire seems uncontested in its basking glory. Clever politics, tactical combat-sorties combined with the will to fortify pave the path to power it seems. Yuri Grom is taking fire mostly from combined Federal and Pirate Fleets whilst the attacks in the Primeminister Mahons teritorry are not easyly identified. My wild guess is, that it is a variety of privateers from all over the inhibited bubble who begrudge the Primeminsters continued succes.

Hello fellow Commanders. Here is Cmdr Arkadi reporting about recent happenings in the ongoing power struggle within the human bubble.
It seems over the past weekend there have been some new developments.
Galaxys top man, Alliance leader Prime Minister Edmund Mahon (525 CC / 199 C.systems) put all his power into consolidation this cycle (86%) and as a result will not expand next cycle. His actual expansion in HEIKEGANI is left lying in the dirt as well (192%->23%). Mahon is also seeing strong undermining activity recently. Actually he sees three red systems but numbers show he is catching up with fortifications there already. There are a lot of other flash points lighnting up for Mahon. ROSS 860 and CONTIEN and GENDALLA, to name some, are yet fought over at the moment of report.
In the Empire things seem to run quite good lately.
Galaxys No.5, Empress Arissa Lavigne-Duval (847 CC / 65 C.systems) has prepared COFALYAWA leading by 26.233 points at the moment of report. The system looks like a lossmaker contesting 12 systems mostly in Federal Winters sphere of influence. The Empress has one expansion going at TIBURNAT and considerabel effort has been put into this expansion to succeed. It is at 3.050% succes rate against only 84% oppostion at the moment of report. The system is located at the edge of the bubble and looks like a profitabel system for the Empress. There is no underminig going on and fortifications are well on theire way.
No.9 Admiral Patreus (485 CC / 53 C.systems) seems to prepeare LFT 1834 this cycle, a massive loss-maker, and consoldiation is up only at 67%. Also his vanguard system V374 PEGASI is under constant threat by underminers.
The Federation is busy on several fronts.
No.7 Shadow President Winters (-1.105 CC / 66 C.systems) is deep in turmoil. The Shadow President has one expansion at ANTLIAE SECTOR RD-T B3-3 and some effort has been put into this expansion to succeed. It is at 117% succes rate against only 19% oppostion at the moment of report. The system is located at the edge of the bubble and looks like a low-profit system for Winters. Over the weekend there has been heavy undermining in Winters teritorry but the Shadow President had a succesufl fortification campaign and it looks like Winters will be able to handle the uprisings.
No.8 Federal President Hudson (147 CC / 63 C.sysems) is in Preperation War. Zachary contests Grom over the future control of MISLIKA. Grom leads this contest by 17.508 points. Consolidation for Zachary is up at 71%. Hudson has no expansion this cycle. There was some undermining over the weekend but Hudson managed to fortify a great portion of his domain. There are some minor flash points still faught over in KATURI and ORISHVATI at the moment of report.
The Independent Powers:
No.10 Head of Euryale Gaia, Yuri Grom (912 CC / 49 C.systems) is prepping MISLIKA, FUSANG and NYX. Consolidation is at 40%. Yuri is leading the PrepWar over MISLIKA by 17.508 points at the time of report and also has a firm grasp on the other two preperations. All seem to be loss-makers. But maybe they will aid Yuri with his quest to retake EURYALE. This cycle Yuri has no expansions. He has seen heavy undermining over the weekend but managed to fortify most of those systems. Yuri is still in danger in CASHIBO (121% -> 0%); HIP 81237 (100%->0%) and BELAAKO (120%->78%). Also TAIOCA is hotly fought over (95%->71%) and there are serveral other flash points for Grom.
No.11 Pirate Lord Archon Delaine (229 CC / 38 C.systems): There are major undermining activitys in his teritorry and fortification is rolling only slowly. The Archon is seeing red in four systems (WIKANAWAL, HUICHI, ARAWERE, ITZAMNETS) and a lot of other flash points are lightning up. So far Delaine has not shown any will to fortificate those areas.

Hello Commanders! So Powrplay Cycle 91 is on its way. There are still some days to go until cycle tick at thursday. Time for a short recap. What's going on in the 'verse? I can tell you most combat actions are happening in the three combat expansions from Yuri, Arissa and Denton. Also a lot of undermining is happening in territorys from Delaine (no surprise), Yuri Grom, Mahon and a bit surprisingly at Li-Yong Ruis sphere.
The reporters thoughts:
Winters' out of turmoil, Hudson has gotten into. It seems the Empire plays cat and mouse with the Federals nowadays. Torval got the lead and no one is molesting her glory. This seems like proper basking. The Empress is rushing fortifications, howbeit no one threatens her systems. Mahon lost the lead, maybe becouse he can not expand much more at the moment? Li's Sirius Corp is stable in the middle-ranks with good chances to prosper. Yuri is drawing a lot of attention from Zachary - those two leaders should talk it out with a bottle of Lavians to them. Winters is getting bullied, most certainly by the Imps. And old Archon desperatly wants to shrink his power-income with an expansive far-out preparation. What is he doing out there I can only wonder. Let's speak about the Admiral Patreus at the end: I can't see no plan to his preperations and expansions. Is he leading his power - or has he gone for vacation into a spa in Nanomam or is he rejoicing in one of the house of pleasures of Harma? However his fighter-pilots are all out on missions in Federal teritorry rumors say. Is ZYADA real? If so, I wonder how words I have heard from a Yuri fighter fit in. He sayed that Grom aims to retake Euryale. Isn't Euryale in Imperial space? Interesting times these are...
Senator Zemina Torval (236 CC / 73 CS) has risen with her power to the leading force. It was a bit of surprise but this shows that steady work and treating Imperial Slaves well, like Zemina keeps insisting, really pays off.
- There are two preparations for Torval going on: LTT 5659 (-22 CC / 2.809 preppoints) and HIP 113100 (-73 CC / 485 preppoints) leaving consolidation at low priority (46%) at the given moment. It looks as if at least one of those preperations was intended by the senator.
- There is some undermining in YUTUMUKUNI (25%) and HUSANQUENO has stagnated at 8% over the weekend but fortifications are well on theire way. It looks like there is not much to worry about for this weeks No.1.
No.2 Alliance Primeminister Edmund Mahon (646 CC / 119 CS) has gratiously left the top spot to the Imperial Tea Faction by letting go his expansion in HEIKEGANI it seems.
- Mahon plays it safe and is consolidating his domain with 80% straight. So no preperations no expansions in Mahons domain.
- Mahon sees maybe a bit more then the usual deal of undermining: GENDELLA and LEETSI are fully undermined already. PONGO (88%) and CONTIEN (74%) follow close. More underminig going on in BIELONTI (55%), LUGH (43%), ITHACA (31%), ROSS 860 (28%), AO KOND (17%).
- Mahon is a bit behind with fortifications. From the undermined systems only BOREAS is fully fortified and PONGO is close with 94%. There are only two other systems that are already fully fortified. If Mahon does not start to get something done soon, it starts looking like he would not be to eager to regain the top rank soon.
No.3 Princess Aisling Duval (980 CC / 71 CS) is consolidating (75%) her domain this cycle. There are no preperations and no expansion going.
- There is next to no undermining at the peoples princess domain!
- The princess fortification machinery is running on rails, with amazing 18 systems ready and fortified at this time in the cycle! It seems the princess is aiming for a massive CC surpluss next cycle.
No.4 the Empress A. Lavigny-Duval (957 CC / 66 CS) had two candidates for preperation this cycle. 24 G. CARINAE has come out on top with 24.109 prep points with consolidation (57%)closing the door for the second candidate THANATOS that was left behind with 16.147 prep points.
-Lavigny-Duvals expansion at COFALYAWA is doing farely well with 1.162% against 438% of her opposition. As this expansion is a direct assault onto Shadow President Winters domain it will be interesting if the Federation is holding back any surprises there.
- There is nearly no undermining in Arissas domain and fortifications run on rails with more then 30 stystem already fully fortified! The Empress shows her muscles this cyle - being able to raise a good expansion fleet and keep her domain well fortified at the same time.
No.5 Li Yong-Rui (402 CC / 69 CS) is siriusly preparing KUTNIGI (20.333 prep points) and closing the door for further preperations with consolidatin at 55%.
- Li's Sirius Corp. sees some undermining this cycle. HIP 26926 has been fully undermined and sees no fortifications at moment of report. Further undermining is happening at: HEVERDUDUNA (65%), MUNDIGAL (20%) and some ohter systems undermined at 10%.
- Fortifications are on theire way. 10 systems are already fully fortified.
No.6 Shadow President Felicia Winters (538 CC / 66 CS) recoverd from turmoil with no appearent losses. Winters is going full consolidation (76%) this cycle.
- Winters has to fight some undermining. BUNDA and SHENGGAN are already canceled. Recent undermining is goin on in: MANGWE (18%),
- Fortifications are on the way. 10 systems are already fully fortified.
No.7 President Zachry Hudson (-155 CC / 63 CS) has entered turmoil. It's not clear to me what has caused this. Some combat-pilots from Patreus claim responsibiltys but there is no proof to it. It might be Hudson was to distracted countering Groms plans last cycle to see to the well being of his own domain. However President Hudson is at risk losing the system of PHANES should he not be able to bring some stability to his systems.
- There is some undermining in Hudsons domain. LPM 229 has already been cancelled and DONGKUM is on the way. Recent undermining is going on in SHOUJEMAN (26%) and LHS 3447 (18%) as well as some minor activities in WW PISCIS AUSTRINI and RAVAS.
- Fortifications are on the way with 16 systems fully fortified.
No.8 Utopian Parnav Antal (517 CC / 55 CS) is consolidating.
- Undermining report: Gliese 828.4 has been cancelled. Minor undermining is going on in LP 708-253 (9%). Fortifications are on theire way. 7 systems are fully fortified at time of report.
No.9 Admiral Denton Patreus (591 CC / 53 CS) is preparing NLTT 9949 (-156 CC ! - contesting 2 systems in Winters domain) with 5.280 prep points closing the door for further preperations with consolidation at 67%.
- Dento Patreus expansion into GWAELOD is hotly faught over. The oppositon leads with 702% agains Dentons fleet lingering at 402%.
- There is some undermining in LAUSANG (15%) and V374 PEGASI (13%).
- Fortifications are going slow with only 6 systems fully fortified. I am curious if Patreus actually plans to expand into NLTT 9949 next cycle...
No.10 Head of Euryale-Gaia Yuri Grom (1069 CC / 49 CS) is preparing FUSANG with 7.078 prep points closing the door for further prepartions with consolidation at 50%.
- The dictator Groms' expansion in MISLIKA is heavyly opposed with 806% against only 126% of Groms expansion force. Most reports tell that it is mostly the Federal Force that is sending combat pilots for oppositon but the war is not yet over and generals across the galaxy know that Yuri is always good for a surprise.
- There is severe undermining going on in Groms domain: CHOLHOU (70%), 27 B1 CYGNI (28%), ADAD (21%), TS'AI SAHI (20%) and NAMAB (17%), COL 285 SECTOR UA-K B23-11 (15%) and several other systems with minor activity. One can only guess who is responsible for this. Most certainly it's some of the Federal privateer fleets at work here.
- Fortifications are rolling rather slow and there are only 2 fully fortified system in Groms sphere of influence. If Grom does not show some effort now, this cycle might not end so well for him.
No.11 Pirate Lord Archon Delaine (516 CC / 38 CC) is preparing 17 DRACONIS (-294 CC far out) and closing the door for other preparations with a consolidation of 54%.
- Like in the last cycles Delaine is suffering from heavy undermining in over 10 systems and is not caring much about fortifications and just let's it happen, anarchic as ever.

The Federation is under heavy preassure. All three expansions of cycle 91 were harmful to the Feds and all three succeeded. It looks like the ZYADA-alliance actually is a thing. A. Lavigny Duval is doing very well and she keeps expanding her realm. I don't get why the rating agencys rated Sirius Corp above the Emperor this time. However Li Yong-Ruis Sirius Corporation is a power to be reckoned with steadyly building up on influence - inspite of frequent bad expansions Li manages to stand clear somehow.

Then Gendalla must be one of the favorite playgrounds for Hudson rookies. I was also wondering if Gendalla might have some lore background and also why Gendalla has such a high fortification priority for Mahon. I was not aware that cancelling a fully undermined system usually is more important than fortifying a high-profit system, even if the undermined system is an extrem low-profit system.
Maybe this is a good opportunity to get educated about fortification and undermining priorities. I didn't know much about this:
Ingame PP-tab says Gendalla costs -45 CC when fully undermined. If it is cancelled it has its regular income: 19 CC - 26 CC upkeep = deficit of -7 CC. So the actual benefit from cancelling Gendalla is 38 CC.
Let's take another system with similar fortification trigger: 19 Leonis Minoris (is fortified with a trigger of 3001 fortifications, Gendalla has a trigger of 3351). If the fortifications had gone into 19 Leonis Minoris instead of Genalla this would have nullified the upkeep for this system and would generate a benefit of 24 CC.
Fortifying Gendella makes perfect sense. Now I see [ugh]
I also wonder if there is any reason to have a high CC income in this state of powerplay at all since there are nearly no lucrative systems to expand into anyway, except of that cusion of CC surpluss to gain the maximum consolidation bonus of 50% defensive trigger bonus.
Then Gendalla must be one of the favorite playgrounds for Hudson rookies. I was also wondering if Gendalla might have some lore background and also why Gendalla has such a high fortification priority for Mahon.
It's targeted by Hudson grinders (I suspect), and it's targeted by Mahon pledges who have no idea what they're doing. Gendalla will never be lost (it's very far down the list if we're ever turmoiled), so there's absolutely no point in fortifying it either.
Basically Gendalla is targeted by grinders/naïve players for undermining and by naïve players on the fortification side of things.

* The Emperor Arissa Lavigny-D's expansion into LOPOCARES was successful.

* Shadowpresident Felicia Winter is in turmoil and her expansion-attempt for HIP 41529 failed. Systems 41 LAMBDA HYDRAE and MANGWE are revolting.
* Archon Delains expansions in YUROR, FUSANG, GWIONES and ATATA failed.
Why!? As if the Empress would need help, maybe help in modesty? Can't tell. But yes, great story. The galaxy needs heroes and villians, and also brandy butter and biscuits...

Mahon has more control systems, exploited systems, fortified systems and CC to spend and the same number of new, expansion, undermined, turmoil and lost systems as Torval. It might have been because Torval put more merits in, but according to the data files, Mahon did 121,344 fort merits vs 98,000 for Torval. Mahon did 17,831 prep merits vs 6,770 for Torval.
The only place I can see Torval being "ahead" of Mahon is opposition. 159,210 undermining merits against Mahon compared to 9,573 against Torval.
Well, Mahon also pays more in upkeep, but that's partially because Mahon has almost 50% more control systems more than Torval and partially because Mahon's average control system is further out.
No offence to the Torval pilots, but honestly do not understand how on Earth this cycle would ever result in a draw between Mahon and Torval).

*edit: I'm sure the game doesn't actually take into account equal scores, Torval should have her rating 2 bonus for (equal) first place for her players, maybe one of them could tell us if they are getting 20% or 15% extra credits on their profits.
Could be, but when one competitor is equal to or ahead of another in every metric they are responsible for, what kind of metric is being used to give them the same score?
