I'm sure people would play CQC if they didn't get bored waiting. If the matches were started with two players there's an incentive to wait for more while playing a bit of 1vs1. Many times I've sat waiting for players and watched them join the queue then leave after a few minutes. Heck I've done that myself. A bit of 1 on 1 action would certainly make the wait for more players much less of a chore.
Also balance. While I don't mind winning, I don't really enjoy it either ending a match with 17/0 in a TDM.
And get rid of AFKs.
